Problem Note 15833: Performance degradation with BY and WHERE

Beginning in SAS® 9.1, DATA or PROC steps that use a BY statement in conjunction with a WHERE statement or data set option may run more slowly that in previous releases. This problem is most likely to occur with large data sets.
