Problem Note 15404: SAS Foundation EventViewer does not synchronize threads properly

The SAS® Foundation Service's Event Broker thread pool was not synchronizing threads appropriately; thereby, causing available ready to run threads to look like they were busy. Once all threads appear to be busy, new clients are blocked and in this case forever.
