If the SAS Administrator user (unrestricted) assigns an Oracle library that contains a userid and password and then attempts to use the Import Table feature, it will fail with:

   LIBNAME ora3 ORACLE PATH=alien SCHEMA=orion USER=orion
   PASSWORD=XXXXXXXXXXXXXXXXXXXXXX ;
   ERROR: ORACLE connection error: ORA-01017: invalid username/password;
          logon denied.
   ERROR: Error in the LIBNAME statement.

If the Administrator tries to reassign the library and carefully types the password to ensure the password is correct, it will still fail.

If the Administrator invokes a SAS session and issues a LIBNAME statement with the userid and password, this LIBNAME statement will be successful. If they then cut and paste the generated LIBNAME statement from the Display Libname popup to the library in the Data Library Manager of SAS Management Console and then submits this LIBNAME statement in a SAS session directly on the application server, it will still fail.
