Problem Note 15315: The Information Delivery Portal needs to free sockets quickly using Publish and Subscribe packages

Currently, the Information Delivery Portal Publish and Subscribe packages are not closed until the user's session ends. This can result in a large number of packages being opened longer than needed and sockets not being freed.
