Referencing a data set using a libref assigned to a concatenation
of libraries may incorrectly produce:

  ERROR: File libref.member.DATA does not exist.

This situation occurs when all of the following are true:

  - the system options BUFSIZE=n, COMPRESS=(YES|CHAR|BINARY), or
    REUSE=YES are specified,
  - a library accessed with an engine that supports one (or more) of
    the options is first in the concatenation, and
  - a library accessed with an engine that does not support the
    option(s) follows in the concatenation.

This problem is corrected in SAS 9.1.3 SP3.
