Usage Note 15962: Service pack configuration generates message if vpd.properties file does
not exist
Beginning with Service Pack 2, the following message will be generated
during the "Mid-Tier and Desktop Client Service Pack," or javaupdate,
step of the Service Pack installation if a vpd.properties file does
not exist:

com.sas.tools.install.CustomLogWizardAction,
wrn, No Updates Required: The Mid-Tier and Desktop Client Service Pack
Wizard did not find any SAS software on your system that required an
update.
The Service Pack "javaupdate" step depends on finding information in
vpd.properties in order to determine which products to update. If
there is no vpd.properties, javaupdate will not detect any products
to be updated and will log the message above.
This message is written to the file
$SASHOME/SP#/sp#.log
where # is the Service Pack number.
On Unix, the vpd.properties file is created during the initial SAS
installation in the $HOME directory of the user who performed the
installation. All subsequent installations, including Service Pack
installations, MUST be performed by this same userid in order to
have access to the vpd.properties file created during the original
installation.
On Windows, the vpd.properties file is created in
C:\WinNT or C:\Windows
