SAS 9 will not run on OpenVMS 8.2 without Service Pack 3. When
invoking SAS without the Service Pack, the following errors will occur:

  %SAS-F-BADINIT, unable to initialize the SAS System
  SYSTEM-F-NOPRIV, insufficient privilege or object protection violation
