Problem Note 15072: DBCS characters in the Solutions Applications portlet are garbage
If a portlet provided in a Solutions Application, such as Strategic
Enterprise Solutions (SES) and Performance Dashboard, contains Double
Byte Character Set (DBCS) characters, the characters will be garbage.
