When a parameter of %SYSLPUT or %SYSRPUT contains a slash followed by a
blank, the blank is incorrectly removed within the DBCS Edition. It
works correctly within the English Edition.

The following program can be run to illustrate this situation.

   %let para1=0 /aaaaa/bbbbb/ /ccccc/ddddd/ 1 2 3 4;
   %syslput para1=%bquote(&para1);

   rsubmit;
   %put &para1;

The result (which is incorrect) is:

   0/aaaaa/bbbbb//ccccc/ddddd/ 1 2 3 4
