The CNTL data set may not contain the HFSCREAT and HFSMOUNT jobs after
performing an Action A (new install).  This is because the $USSUNTR
member of the CNTL data set did not contain the the HFSCREAT and
HFSMOUNT member when broken out by the SASINEW job.

You should contact Technical Support for a new version of $USSUNTR to
replace the original then rerun the SASINEW job or the $USSUNTR.FILE
can be dowloaded from SAS' FTP site.
