Problem Note 14643: HPVALID job fails with RC=254 for the following encodings WA, W3,W5,W6,W7,W8,W9

The following encodings will receive RC=254 for the HPVALID job:  WA,
W3, W5, W6, W7, W8 and W9.  This is due to a variant character, '~',
which is not interpreted properly under these encodings.

To circumvent this particular variant character edit the TESTHP member
of the &prefix.Wx.TESTS data set, where x is the particular encoding
digit, and comment out the %include install(tsthen01); by putting an *
before the % sign.
