In the Information Delivery Portal, when attempting to bookmark a
package loaded over a channel, the channel may get bookmarked instead of
the package.

This problem will occur when searching for a channel, selecting the
channel so that the channel viewer is opened, selecting a package, then
selecting the bookmark icon in the title of the package viewer.

Going directly to the package viewer from the search page and selecting
the bookmark icon will set the bookmark correctly to the package.

The same behavior will occur when bookmarking a document accessed
through one of the Repository Managers, such as the WebDAV Repository
Manager and the Personal Repository Manager.
