Usage Note 14481: Cannot export a newly created template in SAS Strategic Performance

In SAS Strategic Performance Management 2.0, if an attempt is made to
export a newly created template, the following error occurs:
Error
Unauthorized action: Read for 42bfe332-0a28-0eae-00d6-8934e5889e50
of type SPMTemplate by userid <USERID>.
