When a page in the Information Delivery Portal contains multiple
portlets, the last portlet may not render correctly when the page is
refreshed.

For example, if a page contains three WebDAV Navigator portlets and the
third navigator portlet is used to drill down several layers, when the
page is refreshed, the portlets are re-drawn and the last portlet
returns to the top of the WebDav directory tree.  The last portlet
should refresh to the current location of the directory tree.

The resulting behavior of the refresh depends on the type of portlet
used.
