If PROC TRANSPOSE is run with a BY and ID statement, and if any BY group
contains more than 32768 values, the following error will be generated.

   ERROR: WRITE ERROR encountered while attempting to write to utility
   file

The current circumvention is to divide the data set into smaller parts,
and transpose those parts individually.
