When publishing to a channel which contains Double Byte Character Set
(DBCS) characters in the channel description, you will get the following
error message in the log.

   371 %syscall package_publish(pid, pubType, rc, pub_properties,
   channelURI,url, muser, mpass, channel);
   ERROR: XML is not in proper format.
   372 %chkrc(package publish);
   package publish failed - ERROR: Error encountered while processing
   the repository metadata.

To avoid the error, change the description of the Channel in the SAS
Management Console to English characters.
