Problem Note 14269: SAS Crashes after MQGETPARMS call when parms are shorter than message

The SAS datastep may crash when the program is trying to access memory
that has been overwritten in the MQGPARMS function.


A fix for SAS 9.1.3 (9.1 TS1M3) for this issue is available at:
