Problem Note 14045: Publish failed! Reason was "[Error] Error encountered while searching
for the channel defined in the SAS Metadata Repository."
When using a client (ie. Enterprise Guide) to publish to a channel, the
following error may be displayed:
Publish failed! Reason was "[Error] Error encountered while
searching for the channel defined in the SAS Metadata Repository."
On the machine where the SAS Metadata Server is running, the SAS
Metadata Server Log may display something similar:

This error is likely to occur when the SAS Server is on MVS, the
NLSCOMPATMODE option is enabled, and the session encoding is set to a
non-CEPC1047 value.
