Beginning in SAS 9.1, various uses of a fileref associated with the
FTP access method on a FILENAME statement may incorrectly produce the
following message:

  ERROR: File transfer aborted after running out of disk
         space.  Validate that the required amount of data
         was written.  The file may need to be recreated with
         additional space.

This condition is treated as a fatal error, thus the automatic macro
variable &SYSERR is set to a non-zero value and, in batch sessions,
SAS enters syntax check mode.
