Problem Note 14893: Multiple alerts can be generated for the same party and scenario
The party watch list header is not checking the change current indicator
on the party dimension. As a result, multiple alerts for the same party
and scenario are possible when type II slowly changing dimension changes
are present in the fsc_party_dim.
