If a data set contains values with special characters, and PROC TABULATE
is used to generate an XML file with the tagset SASREPORT, the XML file
is malformed.

The SAS log will not generate any errors, but the file created will not
be rendered by an XML reader.

IE generates the following message.

   "The XML page cannot be displayed"
