Usage Note 14592: Data sets cannot be opened in edit mode if data set encoding and
SAS System encoding values do not match
If the data set encoding and the SAS System encoding for a data set are
different, the data set cannot be opened in edit mode. In this case you
may receive a
WARNING: xxx could not be opened EDIT mode. BROWSE mode will be used
instead.
This is a valid restriction since updating of data that were created in
another encoding may lead to data corruption. If the encoding value for
a data set is US-ASCII, however, it can be opened in edit mode with any
SAS System encoding value because most encodings contain ASCII as their
subset in some sense.
Now you have the following options:
1) Convert the data set in question to session encoding with a data
step, for instance.
2) Change the session encoding to match the data set encoding by
modifying the ENCODING= (or LOCALE=) value in the sasv9.cfg file. It
should now have the same value as the data set encoding value.
3) In exceptional cases, if you are sure about the contents of your
data, you may change the encoding attribute of the data set with the
CORRECTENCODING= option of the DATASETS Procedure.
