When installing the SAS/CONNECT Spawner on a VMS host, the installation
may fail to start if the SASCMD option has been defined in the Metadata
server configuration information.  If an attempt is made to install the
Spawner with the -config option, pointing to the Metadata sever
configuration file, a message is received indicating that the SASCMD
file could not be found.
