Problem Note 13680: Search utility available on Public Kiosk when Public Kiosk has been turned off

When using the Information Delivery Portal, the back to Portal Page link
remains on the Login page if the Public Kiosk page is removed from your
Portal and user logs on and then logs off.

If the back to Portal Page link is selected, the Public Kiosk window
will open with no pages. However, the Search utility on the Public Kiosk
page will still be enabled.
