Problem Note 13038: CPWEBINI macro does not delete text reports

The %CPWEBINI macro does not delete text reports.  This is because
%CPTABRPT and %CPPRINT write the name of the report in upper-case, but
in the OUTLOC data set is stored in lower-case.  Therefore, %CPWEBINI
does not delete the text report(s) because the names do not match.
