13035 - %CPPDBOPT does not set CPSHIFT for newly created PDB

Problem Note 13035: %CPPDBOPT does not set CPSHIFT for newly created PDB

%CPPDBOPT does not create a CPSHIFT macro variable for newly created
PDBs unless the %CPSTART macro is invoked before %CPPDBOPT.
