Sending email using ODS Listing causes two emails to be sent.  The first
email is blank and the second one is correct.

Below is an example that illustrates how ODS listing is sent.

filename foo email
   to='any.email@company.com'
   subject='test'
   type='text/plain';

ods listing
  file=foo;
proc print data=sashelp.class;
run;

ods listing close;
ods listing;
