In SAS 9 on MVS the summary object uses the TKIOP/UTILLOC utility file system. Even though the utility files are being closed, the file space is not released which causes it to be held for the entire SAS session. The summary object impacts procedures MEANS, SUMMARY, TABULATE and REPORT. For MVS customers, the work-around is to switch to the HFS file system for UTILLOC and insert a free handle call.
