Problem Note 12740: PROC DATASETS - Note: There were 0 observations read from data set LIBREF.dsname

When appending or copying from a BASE data set, SAS may output a note
which incorrectly indicates that the input data set has no (0)
observations, when there are observations in the data set.

   NOTE: There Were O Observations read from the data set LIBREF.dsname

The data set will not be copied, nor appended to, and no ERRORs will
appear in the log as a result of this.

This happens as a result of the the header record expanding and causing
the first data page shown as page 2.  If you run a PROC CONTENTS on the
data set, you will see First Data Page: 2 in the output window.
