Problem Note 12437: FORMAT WAS NOT FOUND OR COULD NOT BE LOADED errors when reading sequential format SAS Data library

It is possible to receive errors indicating that a format was not found
or could not be loaded when attempting to read a SAS data set in
sequential format that contains a large number of variables with
associated formats and informats.  Some of the errors displayed are:

   ERROR: The format Õ        was not found or could not be loaded.
   ERROR: The format ÕOEA     was not found or could not be loaded.
   ERROR: The format Õ :¦  :ö was not found or could not be loaded.

At this point the SAS dataset is damaged.  Even if the SAS dataset
is copied to a direct access library, for example, using the NOFMTERR
option to avoid the errors mentioned above, the SAS System will still
generate errors such as:

   ERROR: Format ÕBBBBBBB not found or couldn't be loaded for
          variable vvvvvvvv.
   ERROR: Format name for variable vvvvvvvv was not a valid SAS
          name. Perhaps the input data set is corrupted. The name
          in hex starts with 'xxxxxxxxxxxxxxxx'.

Where vvvvvvvv is the name of a variable name and 'xxxxxxxxxxxxxxxx'
is a hexadecimal value.
