In SAS 9, a WHERE clause with the IN: operator to perform truncated
comparisons may not return all matching observations.  This can occur
if two or more of the items in the IN list are "redundant" (i.e. the
items are equal after truncation).

To circumvent the problem, ensure the items in the IN list are not
redundant.  This problem is corrected in SAS 9.1.3 TSLEVEL 1M3.
