Problem Note 12444: Prioritization with filter does not use filter result when creating the
first priority
In the SAS Campaign Management component, if you create a prioritization
with a filter the result may be incorrect.
When the application creates the priority 1 list, it selects from the
holding table for the first selection group, not the filtering table.
Consequently, the result passed to the second priority group in the list
is not the filtered result, but rather the result of the unfiltered
selection group.
