Usage Note 12428: Postgres service, Postmaster, cannot be started after a reboot
The POSTGRES service, Postmaster, may fail to start after a reboot.
To correct the problem, delete the following files.
c:/cygwin/usr/share/postgresql/data/postmaster.pid
c:/cygwin/tmp/.s.PGSQL.*
