Usage Note 11960: All SAS 9 users must have an OE (OMVS) segment
Beginning in SAS 9, all users must have an OE (OMVS) segment. An
OE segment is a RACF (or other security software) definition for
accessing Unix System Services (USS) on z/OS. This minimum requirement
allows the user to be 'dubbed' in UNIX terms, but does not require
any use of a UNIX File System (HFS or zFS). The user can have either
an individual user OE segment or the user can default to the security
software's "default OE segment" definition.
This requirement is documented in the "System Requirements for
SAS 9.* Foundation for z/OS", in the section "UNIX System Services
Requirements". The OE Segment is required by a new component of
SAS called the Threaded Kernel (TK). For more information on the
Thread Kernel (TK), refer to the "Configuration Guide for SAS 9.*
Foundation for z/OS"; in the "Architectual Changes Overview" section.
There is no way to disable this requirement and if a user does not have
an OE segment, their SAS session will abend with a SEC6 reason code
0F01C008. The contents of Register 3 (R3) will contains 00FC in the high
order two bytes,
