Problem Note 11537: A prioritization that contains a filter does not honor the
USEMINUS=YES/MINUS configuration option
If you run a prioritization that contains a filter in the SAS Campaign
Management component, the SQL code generated by the application fails to
honor the USEMINUS configuration option when it is set to YES or MINUS.
Campaign Management should use the MINUS operator but instead continues
to generate the code with NOT IN syntax.
Note that this problem may cause significant degradation in performance.
