Problem Note 11587: Creating a Table of Contents for a SAS report in HCM may cause problems
When creating a new SAS Code report in HCM, and selecting 'Display a
Table of Contents', the resulting report will not display correctly.
Removing the option to display a table of contents will allow the report
to be generated.
