Problem Note 11427: CPPLOT2 will generate a LEGEND if LABELS= parameter contains exactly the
same variable name and label combination
In IT Resource Management, CPPLOT2 will generate a LEGEND if the LABELS=
parameter has exactly the same variable and label combination, and it
appears before two paired lists of analysis(Y) variable names and
labels.
A Technical Support hot fix for SAS IT Resource Management Release 2.6
