Problem Note 10630: The OUTLOC dataset does not contain the single file created in a PDS
when a tabular report uses a BY value in IT Resource Management (ITRM)
When a gallery is sent to a partitioned data set (PDS), multiple files
can not be created because the member names can not be long enough. In
this case, a single file is created. However, due to a logic error, it
is not added to the list of created reports in the OUTLOC data set.
