Problem Note 10923: Selection rule returns incorrect counts

If you execute a selection rule in the SAS Campaign Management component
which has an 'And all' set followed by a 'With any' set, the result
contains incorrect counts.
Note that this problem only occurs when the UseMinus configuration
entry is set to 'Yes'. To circumvent the problem, change UseMinus to
'No' in the Campaign Management Admin tool, refresh your local cache in
Campaign Management, and rerun the selection rule.
