Problem Note 10673: The FTPCNTL member in the &SUPERLOC.WEB PDs is recreated several times, causing an out-of-space condition or performance degradation in ITRM

In IT Resource Management (ITRM), every report created by the QuickStart
Wizard recreates the FTPCNTL member in the &superloc.WEB PDS.  As a
result, it can cause an out-of-space condition or performance
degradation.
