Problem Note 10654: Campaign Management takes a long time to start up when refreshing pick
lists and field code lists
When the SAS Campaign Management component starts up after a database
refresh, the application refreshes the local cache file stored on the
client machine. This can take an excessive amount of time when you have
a large number of field lists.
