10604 - IS BLANK and IS NOT BLANK does not differentiate between nulls and spaces

Problem Note 10604: IS BLANK and IS NOT BLANK does not differentiate between nulls and spaces

If you have a field on your SAS Campaign Management database that is
populated with either null, a space or a blank, the IS BLANK and IS NOT
BLANK operators within selection rules cannot differentiate between
them.

This hotfix introduces two new ISMCONFIG options:  EnableIsEmpty and
EnableIsNull.  It also adds the following new operators:  IS EMPTY,
IS NOT EMPTY, IS NULL, IS NOT NULL.  If you wish to use the new
operators, you must set the EnableIsEmpty and/or EnableIsNull
configuration options to 'Yes' using the SAS Campaign Management Admin
utility.
