Usage Note 23971: Why are some national characters incorrect when I view ODS HTML in a frameset or from a drill-down page?
When using the REPLAY feature to display HTML content, ODS might insert a <META> tag that incorrectly identifies the character set encoding of the HTML. This might cause some characters to display incorrectly in the browser. This problem is most likely to happen with UNIX servers in non-Western European locales, although it can happen in some other configurations. The problem only happens if you generate HTML to the _TMPCAT catalog for replay. See the following samples for examples of writing HTML to the _TMPCAT catalog: 3-D Bar Chart with Drill-Down Capability, Report with Embedded Graphic Images, Table of Contents and 3-D Graphics. You can verify the problem by viewing the HTML source and looking for the <META> tag in the <HEAD> section of the document. You can avoid this problem by adding CHARSET=' ' to your ODS HTML statement to eliminate the CHARSET value in the <META> tag.
Note: If you are using stored processes, this question applies only to stored processes that do not use the %STPBEGIN and %STPEND macros, and that explicitly issue an ODS statement to generate streaming output.
