| DESCRIPTION | 
The 
oeattche
 function is identical to the 
oeattach
 function with one exception: it has an additional argument.
The 
envp
 argument is a
pointer to an array of pointers to null-terminated strings, which define the
environment variables for the new process.  A 
NULL
 pointer is used to mark the end of the array. 
| RETURN VALUE | 
If 
oeattache
 is successful, it returns the process ID of the new process.
 If it is unsuccessful, it returns 
-1
.
