by some method separate from SAS.
SAS and CA-Datacom/DB use different locking mechanisms.
The interface view engine compensates by creating a spool file of static data,
which can adversely affect performance. The DDBLOCK= data set option suppresses
creation of the spool file and lets static data be provided another way.
