The CMS GENCSEG Utility : Virtual Machine Requirements when Using GENCSEG to Save a Segment
When GENCSEG is invoked to create and save the segment, it must
be executed in a virtual machine with CP privilege class E so that the user
can issue the SAVESYS or SAVESEG command. The virtual machine also must have
enough storage defined to contain the segment image, and it must have the
storage required by CMS and GENCSEG itself.
