BEGINYR= or ENDYR= values greater than 2000 result in error

If a value greater than 2000 is passed to either the BEGINYR= or
ENDYR= options, the following error results:
ERROR: The parameter value 2xxx is not within the required range
of 1 and 2000.
Although the BEGINYR= and ENDYR= options also support 2-digit year
specifications, the procedure ignores the YEARCUTOFF= system option,
and always assumes a date in the range 1900-2000.
If the BEGINYR= value is greater than 2000, there is no circumvention.
However, if the starting year is in the 1900's, but the ending year
is greater than 2000, specify the BEGINYR=19xx option and omit the
ENDYR= option. PROC CITIBASE will then process the data beyond the
year 2000.
