MINIC table values may be 'OPTIMAL' rather than set to missing

If the MINIC option is specified on the IDENTIFY statement to aid in
the identification of the best model to fit and the number of
observations in the data set is small, then the MINIC table may have
some large negative values for higher order AR and MA models. These
large negative numbers are declared as optimal by the procedure, but
they should be set to missing values instead. High order AR and MA
models are not meaningful when the input data set is small.
