OUTEST data set may be incomplete with SELECTION=CP and INCLUDE= options

If SELECTION=CP and there is an INCLUDE= option and the model with only
the included variables has a larger CP than any other model, then the
observation in the OUTEST data set pertaining that model will be
omitted.
