Connection fails connecting to security enabled spawner on NT 4.0

When you try to signon to a Win NT 4.0 machine using the spawner with security enabled, the remote SAS session dies with a "user32.dll initialization error".
The only workaround is to make the user a member of the administrators or Domain Administrators group.
The error occurs on the spawner machine. The client receives the following error:
ERROR: Did not get SAS software startup messages.
To correct the problem, upgrade to the most recent SAS Version 6.12 maintenance release.
